Treat distance figures as condition-dependent, not as one guaranteed boundary for every target. Define the lowest-reflectivity target you must detect and validate it at the required angle, distance and ambient-light condition.
Include both missed-return rate and range stability in the test. A target may still generate points while producing too much variation for the application rule you intend to use.
